An oil well owned by a private company in the green nation has sprung a leak. An estimated 30,000 gallons an hour are leaking into the sea, but currents are carrying the oil away from the green nation and toward the grey nation. The green nation recognizes the seriousness of the situation and the toll that such pollution will take on the environment, but the clean-up will be incredibly expensive and take months, at best. The government wants to keep the peace with the grey nation and minimize the environmental damage, but they feel that the company who owns the oil rig, Petrocal, should lead the clean-up efforts and pay for the damages. Petrocal is willing to admit their fault, but claims that they do not have the funds to cover 100% of the clean-up. Furthermore, gas prices are skyrocketing as the oil supply is dwindling.
